Municipalities at this level feature Gold Criteria – PLUS:

• Local government has created an inventory of development sites and / or buildings served by adequate infrastructure and other community services that allows projects to go straight to building permit
• Local government has sites or shell buildings pre-permitted for biotech laboratory, manufacturing and/or research & development uses
• Available building or buildings permitted for biotech laboratory, manufacturing and/or research & development uses which have 20,000 square feet or more of available space for bioscience uses. Space within building is programmed into specific type of use (lab space/research, corporate offices, manufacturing, etc.)
• Local government have pre-approved site with completed NEPA review and municipal water and sewer capacity to meet additional demand of the user if required
• Local government has in place a statute that waives impact fees for economic development projects including, biotech laboratory or manufacturing facilities development
• Local government provides support and assistance to identify funding sources and develops associated proposals and applications
