Mandatory

• Local government has identified a point of contact to assist biotech companies/projects in navigating the regulatory approval and permitting process and will coordinate with all other entities including but not limited to, utilities, AMAFCA, NMDOT, Fire Marshall, ABSWUA

And

• Waste treatment incentives or industry favorable ordinances
• Local government has the ability to provide bonding (IRB’s etc.) to help finance projects
• Local government has identified ‘shovel ready’ site(s) available for development
